Pull the fuses for the power locks (not sure there's 5, but too many is better than not enough), which should de-energize any electrical bits that could be fighting you. Best thing to do really is just check and see. Remove the door panel (two screws IIRC, if not just one at the door handle), and the rest pops off. Raise and lower with the door panel off, and check the peek holes (plastic body plugs), and see if you can see or watch or hear what's going on. Should be easier to troubleshoot with the door panel
June 4, 2009. #3. check the delayed accessory fuse. I think there is one under the hood and dash. Windows and radio are delayed accessories as they stay on after the key is removed until the timeout or door is open. Do the interior dome lights work as they are on the same delayed circuit.
Passenger window lost programing. To reprogram, turn the key on, go to the passenger side and with the passemger switch run the window all the way down and hold switch in down position for 2 seconds, then run all the way up and hold in up position for 2 seconds, then repeat again within 5 seconds. Should work from drivers side master switch now.
3. Power Window Motor. Your Saab 9-3’s power window motors can and do fail over time. You’ll have to take the door panel off to get to it. A lot of them are riveted in, so be prepared to deal with that. If you’ve verified that it is getting power with a voltmeter, but it is not working, it’s time to get a new one.
If there is no power on either side of the fuse then it's likely there is no power on all three fuses, 24, 25, and 26. Power to those fuses is controlled by the power window relay in the driver's side underdash fuse box. I suspect the relay has failed or the master power window switch, which provides the ground to the control side of the power
