On my bike the pre-load settings are displayed as: one helmet = minimum pre-load, helmet and luggage = medium pre-load, two helmets = maximum pre-load. On my bike the difference between minimum and maximum pre-load is approximately an inch. The purpose of the pre-load adjustment is not to raise and lower the bike to accommodate shorter riders.
I purchased a RDL for my 2015 BMW R1200 RT, it was expensive but worth it. One thing to be aware of, is that I found it raised my seat height by about 25mm so I would recommend getting a low seat as the downer base. If that works out to low you an always raise the seat .which will make you sit back into it.
